C22/109 Planning (10 minutes)
a) To consider and agree comments / responses relating to applications:
i) 223420 Hill Of Eaton, North of Vicarage Wood, Foy HR9 7JJ
Felling of twin stem Ash, both stems to be felled. This was advised on a tree survey report from Bronwin and Abbey Chartered Foresters and Surveyors in November 2021. The tree is deemed dangerous and at risk of breaking due to a weakness of the fork.
ii) 223597 Land South of Church Road, Brampton Abbotts
Application for variation of conditions 3,4,5,8,9 and 10 Appeal Ref. APP/W1850/W/19/3232124 of planning permission 163755 (Construction of 10 no. residential dwellings, 10 no. car ports and 2 no. garages and associated works) – to vary the pre-commencement conditions to allow a material start and implementation of the planning permission before 4th February 2023.

Non-material amendment to permission 220705 to allow alteration to approved materials and change width pf bedroom window. Approved

iii) 211172 Old Rectory, Church Road, Brampton Abbots HR9 7JE
Confirmation of discharge of conditions 4 and 5 and that no pre-commencement conditions are outstanding
c) Other Planning Matters
i) Former Activity Centre, Hillcrest, Foy. Further to an enquiry received from a resident, the Planning Enforcement Team has advised that planning permission(s) are required for the siting of the caravans that are currently in place and they are awaiting advice from the land owner regarding a timescale for receipt of such application(s)
ii) 163755 & 192312 (development for 10 / 7 properties). Confirmation from Simon Withers (Development Manager, HC) that the PCs request to be consulted when submissions relating to drainage plans or construction management plans are received by the planning department, is accepted. However, he has also suggested that the PC monitor the applications themselves as a “failsafe”.

i. Copy of letter to residents regarding drainage works and road closure for Ross Road from 29th Nov – 22nd Dec. Also, details of the official diversion route.

iii. PC Elections 4th May 2023 – Advice that the 6 month ruling commenced on Tuesday 8th November.
