C25/56 Highways / Footpaths / Greenspaces / Environment (10 minutes)
a) Update on previously raised issues.
b) To consider and agree any urgent new highway/footpath issues to be reported to BBLP/HC.
c) Local Drainage Fund – Council to receive update on 2024/25 activity and agree what to apply for from the 2025/26 grant.
d) PRoW – Council to agree what to apply for (to note that the grant approved in 24/25 was never used because the work wasn’t done)
e) Lengthsman : to consider update on tasks for the Lengthsman and agree any actions.

C25/58 Neighbourhood Planning – Council to consider information received from HALC and agree whether to take any action regarding lobbying for the NDP funding to be reinstated.

C25/59 Review of Standing Orders and Financial Regulations – Council to consider whether the documents remain fit for purpose and agree any necessary amendments.

C25/61 Parish Council Insurance – Council to consider update from Cllr. Teague following his discussion with the current insurer.

C25/62 Correspondence – general – council to consider and agree actions if appropriate
a) Herefordshire Council –
i. Various updates relating to roads including resurfacing works in adjacent parish between meetings
ii. Confirmation from the Neighbourhood Planning team that grant funding for NDPs has been withdrawn by central government.
iii. Call for sites – as part of Local plan activity HC is calling for sites as part of their evidence gathering exercise.
iv. National Planning Policy Framework (NPPF) – various responses to queries raised by PC regarding the NPPF seminar in March 2025.
v. Draft accounts have been published.
vi. Additional street lighting and CCTV in parts of Ross and Leominster
vii. Findings of latest Ofsted report into Children’s Services and notification that Tina Russell is now the council’s permanent Corporate Director of Children and Young People.
viii. HC members approve route to enable phase one of the Western bypass to move to its construction stage and the plan to acquire land necessary for the project. The first phase was previously known as the Southern Link Road and will see a new road joining the A49 to the A465
b) National Highways – details of M50 closures for July 25 – March 26 (on website)
c) HALC – Information Corner inc. advice that audit arrangements for 25/26 will changed and training will be provided, remote meetings may be allowed in future and training schedule
d) West Mercia Police – Information relating to the We Don’t Buy Crime campaign including potential cost to the PC (if progressed) and minimum requirement from local take up.
e) Ward Cllr. Barry Durkin – June and July Ward Reports (also available on PC website)
f) B4224 Multi Parish Strategy Group Meeting – minutes from the March meeting and notification that the scheduled June meeting has been rescheduled for 1st September
g) Royal British Legion – VJ Day anniversary collection

i. TRO – review of 7.5T weight limit in Ross-on-Wye

• Councillor Numbers / Community Governance Review – once advice received from HALC regarding their proposed “group approach” to HC.

• Light Pollution – Council to consider any update(s) from Dark Skies / Hfds Wildlife Trust
• Review of NDP – when can it be reviewed, how can it be funded, where can legal / procedural advice be found.
