C24/70 To receive, consider and approve apologies for absence

C24/72 To receive, amend as necessary and approve the minutes of the meeting on 31st July 2024.
C24/73 Open Session (10 minutes)
Members of the public to note that this is the only opportunity to address the parish council and that the meeting will be “closed” to the public after this item unless a member of the council specifically asks a member of the public for comment or to answer a question (though the public is welcome and encouraged to stay and listen to the deliberations of the council)

c) Other Planning Matters
i. Formal complaint to HC regarding the Church Road Development. Parish Council to consider who should attend a face-to-face meeting with HC (who have agreed to the meeting) and what the objective(s) of the meeting should be for the PC.
ii. 241753 – Church Road Development – discharge of conditions. Following on from the previous PC meeting the Landscape and Ecological Management document was reviewed by councillors and a response was agreed and provided to HC, raising a number of concerns. Concerns have also been raised about the recent drainage installation (not working) Clerk to provide update from HC if available and PC to agree actions.

(e) Budget and Precept for 2025/26 – Information Item – The Clerk will provide a draft budget for consideration / amendment / approval at the November meeting.
C24/77 Highways / Footpaths / Greenspaces / Environment (10 minutes)
a) To consider and agree any urgent new highway/footpath issues to be reported to BBLP/HC.
b) PRoW maintenance funding from HC – Clerk to update and council to agree any actions to be passed to the Lengthsman.
c) Junction at Oak House Nursery – council review proposed letter to parents and agree next steps.
d) Road cleaning – council to consider any information provided by the Lengthsman regarding costs and effectiveness at reducing other costs and agree any necessary actions.
e) To consider update on tasks for the Lengthsman and agree any actions.
C24/78 Review of Standing Orders and Financial Regulations – the amended Standing Orders and Financial Regulations as provided by the Clerk have been reviewed by councillors as per resolution C24/62 at the July meeting – any necessary actions to be agreed and final documents to be adopted.
C24/79 Light Pollution – Council to consider update from Clerk / HC and agree next steps.
C24/80 Noise Pollution – Council to consider the issue of noise pollution and agree any necessary actions.
C24/81 Notice Boards – Clerk to update regarding Hole-in-the-Wall notice board following further investigation by the Locality Steward with regard to land ownership (following complaint received from a resident about low level fencing being installed, cutting off access to the post box for less able-bodied residents. PC to decide whether to await further clarification on current notice board location or proceed with installing the new notice board at the second choice location (by Foy Bridge) and any other necessary matters.
C24/82 Correspondence – general (incl. carried over items from previous meeting in italic)– council to consider and agree actions if appropriate
a) Herefordshire Council –
i. various updates relating to roads, services and HC staffing.
ii. Seasonal grass cutting – advice that this will be carried out in line with last years requests as PC level but that if any PC wants additional areas added to the list for special attention these should be advised ready for next year.
iii. Details of an £8m investment in resurfacing work in the county
iv. Details of a £3.6m investment in surface dressing works in the county
v. Details of the Herefordshire Local Nature Recovery Strategy (LNRS)
b) National Highways – notification of works on the M50 Westbound in August
Phase 1 – We’ll work overnight on 6, 7 and 8 August 2024, between 9pm and 6am. We’ll install a full westbound closure from M5 junction 8 to M50 junction 1.
Phase 2 – We’ll work overnight from 9 August to 19 August 2024, Monday to Friday, between 9pm and 6am. We’ll install a full westbound closure from M50 junction 2 to A449 Travellers Rest roundabout.
c) PKF Littlejohn – confirmation of receipt of the AGAR documents for the external audit
d) Ron Bailey (Parliamentary researcher for Lord Foster) – Safety of Lithium Batteries and e-bikes and scooters – asking for the PC to support the campaign on the safety of lithium batteries and their disposal
e) Pasture For Life – Details of a farmer led project within the Wye Valley National Landscape “Pasture and Profit in Protected Landscapes” with various events scheduled.
f) Herefordshire Council –
i. various updates relating to roads
ii. warning about parking fine scams
iii. advice that the county council pre-application planning advice service will be switching over to a new system this month (September).
g) HALC – confirmation that they intend to progress Governance Reviews for those PCs who want them, as soon as possible (in liaison with HC).
