Minutes of Brampton Abbotts & Foy Group Parish Council

Tuesday 26 th January 2016 7.30pm at Brampton Abbotts Village Hall

Present; Chairman Cllr R Lewis, Cllr D Uzzell, Cllr J Sherahilo, Cllr D Teague, Cllr V Coker Cllr I Pebody, Cllr Gething – Lewis

4. It was RESOLVED to agree and sign the Minutes of Parish Council meeting held on 24/11/2015

5. It was RESOLVED to agree and sign the Extra Ordinary Minutes of Parish Council meeting held on 06/01/2016

6. Open Session

6.1 To receive views of local residents on parish matters

No matters raised.

6.2 Ward Cllr B Durkin report: No report due to Christmas break.

7. Lengthsman /P3 Scheme

7.1To note Lengthsman report concerning road issues in the parish. Noted

7.2 It was RESOLVED: that the Lengthsman carry out maintenance day in the parish during February consisting of ditching work, reinstatement of grips. Cattle grid area -inspect safety rails over hump by the park on the left-hand side.

Highways issues for reporting to Balfour Beatty. Work required to be carried out on the cattle grid as previously reported to B/B officer, Hill of Eaton & Hole in the wall a number of pot holes need to be attended to.

8. Footpaths

8.1 No P3 work required at present to be carried out by Lengthsman.

Footpath issues to report to Balfour Beatty PROW officer, footbridge has a number of rotten planks that need replacing.

8.2The Parish Council had received the bench licence regarding the installation of the bench at the top of footpath FY6 in Foy.

It was RESOLVED that the chairman contact the volunteer who had offered to site the bench, and to request an estimate for the costing of materials required for the concrete base required to secure the bench.

Discussion took place with regard to contacting PGL for a donation towards the materials required to secure the bench .It was RESOLVED that: The Clerk contact PGL with regard to a donation

8.3To consider commenting on the proposed diversion of part of footpath BA25

It was RESOLVED : “No comment” on the proposed diversion of part of footpath BA25, but to send the information that the PC had been sent by Mr Way onto Balfour Beatty PROW for their consideration as the keepers of public rights of way.

9. Planning

9.1Planning permissions granted refused by Herefordshire Council since last meeting

Noted as: Planning Permission granted for:

Former Activity barn, Hole in the Wall Ross on Wye. Herefordshire. Proposed change use of use and conversion of former activity barn to form live/work unit.

Pipers Ridge, Brampton Abbotts, Ross on Wye Herefordshire. Proposed detached garage .

At this point of the meeting the ward Cllr reported on the meeting he had arranged with the developers planning agent David Kirk and Herefordshire Council Planning officer Carl Brace with regard to the recent planning application: 153437 Land at Brampton Abbotts, Ross on Wye proposed development of 4 dwellings

The ward Cllr had invited a representative of the Parish Council to attend, but the Parish Council declined as they had already made their comments relating to the application.

The ward Cllr informed the PC that as a result of the discussion that had taken place with regard the concerns raised by the community an amended application would be submitted in due course by the applicant.
