Minutes of an Extraordinary Parish Council Meeting
On Wednesday 4th January 2017
At Brampton Abbotts Village Hall 7.30pm

Present: Chairman Cllr R Lewis, Cllr V Coker, Cllr C Gething-Lewis, , Cllr T Orton, Cllr I Peabody, Cllr P Plumley, Cllr J Sherahilo, Cllr D Teague.

In attendance: Acting Parish Clerk Elizabeth Malcolm, Ward Cllr B Durkin, 23 Parishioners.

1. Apologies for absence: Cllr O Marshall

2. Declarations of interest and dispensation requests: None

3. Co -opt members to fill current vacancies: Mr George Watts was proposed by Cllr Coker and seconded by Cllr Teague and it was unanimously Resolved to co-op Mr Watts to fill a current vacancy for Brampton Abbotts Parish.

4. Planning
163755 – Land south of Church Road, Brampton Abbotts
Description: Construction of 10 residential dwellings, 10 car ports & 2 garages & associated works.
The Chairman invited members of the public to present their comments on the application and a number of comments and objections were presented.
The Chairman tabled a report from the Parish Lengthsman setting out his concerns on drainage needs to avoid increased road flooding from already damaged structures.
The views of each member of the Council were considered and it was RESOLVED unanimously to OBJECT
Cllrs Sherahilo & Cllr Teague offered to draft a formal letter of objection on behalf of the Parish Council.

163759 – Four Winds, Phocle Green
Description: Site for erection of 1 detached dormer Bungalow, use of an existing access, treatment plant drainage.
Applicants Mr & Mrs Long were in attendance and the Chairman invited them to provide brief information on the application. Members of the public were invited to make comment.

It was noted that the Planning Application form was for a 2 bedroom house and the plans and documents submitted for a 4 bedroom house.

It was RESOLVED by a vote of 6 in favour and 2 abstentions to approve the application for a 2 bedroom house. Those in favour also submitted that they would approve a 4 bedroom house on the plans submitted to the same footprint.

5. Finance

5.1 bank balance noted as £9361.20 at 21st November 2016
5.2 It was RESOLVED to pay :
Community First Trading – Insurance £180.36
Brampton Abbotts Village Hall £259.00

Payment to HALC £39.99 deferred to next meeting

6. Meetings

6.1 Date of next meeting – 24th January 2017
Dates for 2017 to be submitted.

7. It was RESOLVED to ask all public to leave the room for discussion of confidential matters.
