Extra ordinary Meeting Minutes
of Brampton Abbotts & Foy Group Parish Council
Wednesday Thursday 11th August at 7.30pm at Brampton Abbotts Village Hall
Present; Chairman Cllr R Lewis, Cllr I Pebody, Cllr J Sherahilo, Cllr P Plumley. Cllr O Marshall, Cllr C Gething – Lewis Cllr D Uzzell
In attendance: Kath Greenow Parish Clerk, Ward Cllr B Durkin & 7 parishioners
The applicant Mr S. Frazer was also in attendance at the meeting.

2.To receive declarations of interest and consider dispensation requests
on agenda item
3.To receive views of local residents on planning application for comment
Parishioners at the meeting indicated that they had no objection to the planning application.
4.1 To comment on planning application received:
161859Land West of Larksmead Brampton Abbotts Ross On Wye
Description: Proposed residential dwelling Applicant: Mr S Frazer
Discussion took place concerning the application. The clerk advised Cllrs to look the current application for comment and not to previous applications made relating to Land West of Larksmead Brampton Abbotts Ross On Wye for a residential dwelling which had been refused.
It was RESOLVED: to OBJECT to the application for the following reasons
1. Contrary to policies RA2, RA3 of the Local Plan & NPPF Para115
Policy RA2 states: The importance of the Wye Valley Area of Natural Outstanding Beauty and therefore the application is contrary to the policy.
2.The position and the size of the development would have a detrimental and unacceptable impact on the landscape and character of the area with regard to the special qualities of The Wye Valley Area of Outstanding Natural Beauty of which this proposed development is within.
3.There is no settlement boundary in Brampton Abbotts at present and therefore the proposed development is in open countryside of which is again contrary to policy RA2 & also RA3, NPPF Para 115 Which states “Great Weight should be given to conserving landscape, scenic beauty in Areas of Outstanding Natural Beauty, which have the highest status of protection to landscape and scenic Beauty.”
4.It is also noted by The Parish Council that the landscape and visual impact study undertaken by Peter Quinn Associates makes no representation with regard to application being within an Area of Outstanding Natural Beauty
5.The Parish Council also wish to comment that there was an error with the application that related to incorrect address being on the application, The first application had the address as” Larksmead”, when it should have said “Land to the west of Larksmead”. The application was amended after the Parish Council raised this with the planning officer.
5. Clerk resignation
5.1 To note clerk’s resignation
The clerk had notified the Parish Council of her resignation,

5.2 To consider advertisement of clerk’s vacancy and recruitment process for appointing a new clerk
It was RESOLVED: to advertise the vacancy with HALC (Herefordshire Association of Local Councils)
It was RESOLVED: That the Parish Council required an experienced clerk for a minimum of 5 hours per week
It was RESOLVED to Appoint HALC Recruitment Service which advertises the post, provides person and job specification, short lists and interviews candidates together with members of the council, takes up references and provides a draft contract.
The clerk indicated to the Parish Council that she was happy to remain in post until a new clerk was appointed if required which the Parish Council welcomed.
