Minutes of an Extraordinary Parish Council Meeting
On Tuesday 25th April 2017
At Brampton Abbotts Village Hall 7.30pm

Present: Chairman Cllr R Lewis, Cllr C Gething-Lewis, Cllr I Peabody, Cllr P Plumley, Cllr J Sherahilo.

In attendance: Parish Clerk Elizabeth Malcolm, Ward Cllr B Durkin, 8 Parishioners.

2. Declarations of interest and dispensation requests: None

3. Planning

3.1 Application 170984 Land at Four Winds, Phocle Green.
Description: Erection of 3 bed dwelling, amended access & bio-disc drainage
Following discussion, the Council RESOLVED unanimously there was no objection to this application.
3.2 Application: 170522 Land at Chantry Bungalow, Perrystone Hill
Description: Demolition of existing dwelling; erection of new house.
Discussion took place as to the overbearing nature of the development as the proposed new house is significantly higher and larger than the existing bungalow.
Cllr Sherahilo commented that he had not been able to see a Site Notice in evidence when visiting the site the week before.
It was RESOLVED by a majority of 4 in favour to 1 against to make no objection to this application.
3.3 Application: 171325 Clouds Harrow, Brampton Abbotts
Description: Single storey extension
Following discussion, the Council RESOLVED unanimously there was no objection to this application.
3.4 Application: 171321 Land adjacent to Brampton Abbotts Village Hall
Description: Proposed residential development of 2 new dwellings
Members of the public were invited to present comments. It was expressed that this is a confusing application, which would appear to replace the earlier approved application number 163225 for 2 dwellings though the variation from the first application was not clear.
It was further expressed that elements of the application in supporting documents relate to 4 & 6 dwellings being linked to application 153437 for 4 dwellings adjacent to the application under discussion. Certain approval conditions regarding access and road improvements were now uncertain.
The Council discussed the application and RESOLVED unanimously to advise the Planning Officer of their objection to this application on the grounds presented for application 163225 together with the lack of clarity and uncertainty with which this further application has been presented.

4. Finance

4.1 It was RESOLVED to pay T Griffiths – Lengthsman work £76.20 & P3 work £228.60. Total £304.80

5. Meeting dates
It was agreed that the Annual Parish Meeting will commence at 07:00pm on Tuesday 23rd May 2017.
This will be followed by the Annual Parish Council Meeting at 07:30pm on the same evening.
